It's will most likely be something with your wiring. Unplug EVERYTHING ELSE from your line (phones, alarms, filters) and test again. If it persists make

What is the distance from your exchange or cabinent?

For reference, read here and here

You can access the modem stats using the iPad Safari browser.

Have you tested the speed using the iPad over WiFi or a computer connected via ethernet (cable)? Speed tests over wireless are unreliable indicators.

looks like your line is properly screwed, have never seen such high line attenuation, ever.

Follow this guide and if no luck log a fault with your ISP

RE: looks like your line is properly screwed, have never seen such high line attenuation, ever.

The attenuation is given in 0.1 db i.e 41 db and 19 db....  so not an issue with the attenuation

Good spotting, but something is still screwy with that line or modem as 41db should have a far higher sync rate.

Advise still stands, follow standard user trouble shooting and if no luck log a fault ticket with Telstraclear, they will be the ones who can dispatch a tech on your behalf if needed.
