iPhone 11 on VF got it. iPhone 8 on VF didn't get it. iPhone SE on Skinny didn't get it. All ios up to date.?????

That's a bit of a problem, because I know of many people who keep their phone on airplane mode, and only use wifi. This is to conserve battery life, and also means no distractions during downtime. This is one reason I have a landline, as I mainly use my phone as a mobile internet device.
Then it's not really a phone.
As outlined many times in the length of this thread. It is NOT the only method of alerting should the real need occur. And would be silly to rely on it as one.
It isn't a problem. It's a method of alerting that is opt in. Not using a phone as a phone, is opting out.

Really? People you know enable Wi-Fi during downtime? All apps use data, be that mobile data OR Wi-Fi. With the constant notifications that these additional apps do, how much downtime can there really be when using Wi-Fi?
Why not use DND? No notifications from all of these apps. Still allows an emergency caller to try & call twice to get through to you.

Just checking back in to confirm that the handset guys see no reason why a Vodafone Smart V8 handset should not receive alerts while being used with 2degrees. In fact, due to the nature of the service, a compatible handset should receive the alerts even if it has no SIM in it.
iPad Pro 11" + iPhone 15 Pro Max + 2degrees 4tw!
These comments are my own and do not represent the opinions of 2degrees.
I saw a mention of "Presidential Alerts" in here. This is something on the handset firmware but people don't understand...
People don't understand "standards" and people don't understand that's what happens when you buy an imported handset or the firmware used is not a local one.

my daughter's iphone recieved one of these alerts at 2am this morning (8/11/19) from timaru.govt.nz (in regards to Rangitata River flooding)
I've received all previous test alerts (on my android phone) but didn't get this one.
Checking around - a couple with iphones have confirmed they also received but nobody with an android phone received.
Of course this was at the time that all mobile towers in the lower south island were out of action.

@farcus Which carrier is your daughters iPhone on? If cell sites are off-line how do they push out the alert?

skinny - same as my phone.
As I understand it - vodas towers were unaffected . . . so maybe pushed from there??
Also, in Timaru itself - the tower outages seemed a bit sporadic (e.g. I at times would get a 3g signal where I would normally get a 4g one, and very few bars)
SMS would go through (sometimes)
There is another test coming on the 22nd of May between 6 and 7pm
I wonder if Alerts still work over WoWIFI as it's not technically receiving a signal from a traditional cell site that the alerts would be pushed out from in an area that required it.
