Maybe they had no tie downs for the trailer and she was there as weight to hold the jet ski down.... seems reasonable, I mean $20 for a strap or possibly total road carnage?

So this "journalist" wrote a full page story based on a photo he found on Twitter, including comments by a Police spokesperson, and never realised the photo was a fake?

Tells a lot about the quality of journalism here.

As somebody else said the original photo doesn't look like an inflatable mannequin (an inflatable leg with a knee?!). Unless close observation showed it was obviously flapping about in the breeze I'd want to see a photo of the "reveal".
