Just want to confirm. Are the black lead in wires between the grey pillar and the house now owned by the property owner? As I remember back in the Telecom days they owned it. And if so. What is now considered to be the demarcation point?

Asking as a friend has poor ADSL speeds. He already has a master filter and was asking me the process. Normally I would say to test at the demarcation point. But am unsure now.

Anyone feel free to correct me if I'm wrong here but...

I believe for the most part it comes down to who originally installed it, Chorus mostly treat it as if it is part of their network but it may or may not be, As for altering/replacing it, I think you are free to do it however you wish but any issues arising from you messing with it no matter who owns it leads to you being charged.

At the end of the day unless you live in a shared property with shared leads into the property which would require you to get consent from anyone else to touch it then your only going to cut off your own service by messing with it so no one else including chorus really has reason to care and you only have yourself to blame.

Doesnt matter whose they are, you cant stuff around with the grey helmets. Its as absurd as me saying I want more power in the house so I will replace the current lead in for the power with my own one I will just pop up the pole and connect.

The Network finishes at the Demarc which is the ETP or the 1st connection of the lead in cable to a jackpot.

I remember years ago there was a move to follow other services and make the customer responsible for everything inside their boundary. I think that was dropped partly to stop other suppliers being able to use an ex Telecom lead in.

Not quite, the Chorus network finishes at the POE (Point of Entry), that is the point where the service lead finishes or enters the dwelling/building. If it is installed in the ground and up through the foundation to a point within the dwelling/building, the POE becomes the point it enters the foundation, not the remainder to the connection point, this becomes the customers premises wiring.

That's how the demarcation point may be defined at the front of the TCF Code of Practice but it also refers to section 27.5.

27.5. Demarcation Point
27.5.1 The demarcation point between the Access Network Provider and the
Premises Owner will vary depending on the type of lead-in cable that is
used and is subject to the Access Network Provider’s distance limitations.
a) For a copper lead-in cable, the demarcation point will be either:
• the External Termination Point (ETP); or
• where there is no termination point external to the
premises, either the first jack on the premises
wiring or, where appropriate, the building
distribution frame.

I suppose Chorus can resolve any difference by installing an ETP.

in the OP, it would be the first jack.
So based on that and the above 27.5 id say its all his and he has all the tools to do the job, clearly he was after some pointers.

pity he is not in CHCH id offer to go over and give him a hand, PAY IT FORWARD.

Here is where the outside line from grey helmet ends after feeding all around the show.  white wire feeds inside to jackpoints that have all been disconnected except DSL jack.

The master splitter pictured here is located on the floor of my hot water cupboard.  It all doesn't look neat so I want to do it better and skip this grey wire that runs all over the show.

that has to be a Chorus Job as it has the scotch locks. i hope no one paid good money for that install.

Based on that photo id run a new cat5e or cat6 from the ETP to your xDSL jack id hate to guess how much noise is being induced on that cable run.

So is there actually an ETP outside where the black lead-in joins the grey cable? if so you can replace the grey cable and scotchlok at the ETP, preferably moving the splitter into he ETP. Since the splitters not in the ETP, there may be none or the job may have been done by someone else.

PS: I have seen chorus contractors who try to twist bare wires before going into the scotchlok... old habits die hard! Theres plenty of comms contractors who can do this, let me know if you need a hand in Auckland.

Local cable is still part of the Chorus network.
