I was referring to issues gaming people blame on latency but are actually bandwidth issues. The obvious example is loading new areas on games that download-as-you-go, often long load screens are blamed on ping, but you were taking ages to download the map.

i was curious on more exact numbers, and couldn't be bothered working it out myself, found this nice graph:
http://kb.pert.geant.net/PERTKB/SerializationDelay

so 1 megabit upload speed is about 12 msec delay to send packet, so if a few sent in a row could add up to a fair amount.

sometimes it can be packet loss, and sometimes games cap the sending rate, and don't have very intelligent sending speed for maps as they send over udp reimplementing tcp/ip and are more optimised for game play.

some of these things are also things like games using a single core to do all the loading.  for some reason at seems quite common but it makes more diff when people using ssd rather than hard-disk i imagine.

The WildStar server is US East. so at best you're going to get 230~ ms

You can view your latency ingame... its like alt+f or ctr+f.. something like that I forgot
