I think what Woolly is pointing out is that this stuff can be done and is being done by folk in New Zealand already.
Here is a crazy notion, lets give peace a chance.

I agree it's not going to resist the proposed powers. It would simply cause more technical people to be in the loop and provide more over sight.
I agree there's an aspect of profits v's security. One security officer per 1 million people is much cheaper than 10 or 100, that's for sure.
As for innovation, pffft... give me a break.

really it's simple economics and math. The primary fuel for innovation is money, money for innovation comes from profits, diluted profits means no money for innovation.
You cannot avoid one fact NZ is a tiny market place with limited growth potential.
