I was wondering, am i allowed to use a shelly 1 open source device for my lights? Its not certified in NZ but has ROHS and some other eu standards. Because im not reselling is it okay to use?

Whether or not LVD 2006/95/WE is acceptable will be the answer to your question (which I don't know sorry).
ROHS just means it hasn't got leaded solder and other such good stuff in it when you come to throw it away.
The other two standards relate to the radio side of things so don't relate to your question.
Is this to be connected to mains power? Are you a registered electrician? If not, you're limited to replacing plugs and replacing like-with-like... i.e. one switch with another switch.
I guess you could argue that a relay is just another switch, albeit switchable via WiFi instead of a plastic lever.
If you're 100% sure this won't ever fail and cause a fire, and you're 100% knowledgeable about electrical standards, then I guess it's all irrelevant. But then you wouldn't be asking here.
If it does cause a fire, you're likely to find your insurance claim declined. And, depending who could be injured, maybe also fighting a prosecution by OSH or WorkSafe or some such body.
