Its a VIC state payment, not a Federal one,

the eligibility for their State $1500 Covid Hardship payment is

17 years and over
Currently residing in Victoria (including people on Temporary Protection Visas and Temporary Working Visas 457 and 482)

I imagine its the same for this one, so Kiwis should get it...

But, NZers were eligible for the Federal Jobkeeper scheme (444s were explicitly included), so things might be changing in the wake of COVID..

It will be very interesting to look at US deaths in the next few weeks, as these have been remarkable stable for the past few months, and have not spiked like the case numbers.

New York Times: US Covid-19 Patients No Longer Need Tests to End Isolation

Under new guidelines from the C.D.C., recovering coronavirus patients should be free to resume normal activity after 10 days, if they have no fever or other symptoms.

Most Americans recovering from Covid-19 can come out of isolation without further testing to show they no longer carry the coronavirus, federal health officials said on Wednesday.

Instead, patients may be judged to have recovered if 10 days have passed since they first felt ill; they no longer have any symptoms, such as shortness of breath or diarrhea; and they have not had a fever for 24 hours without taking fever-reducing medicine.

The new recommendations are not rules but guidelines intended for patients, doctors and health policymakers. The revisions should help relieve the burden on the USA’s testing system, the Centers for Disease Control and Prevention said.

Previously, one way to get out of isolation was to have two negative diagnostic tests, also called PCR tests, for the virus taken 24 hours apart. But now there are testing delays of up to two weeks in parts of the country, and numerous studies show that mildly ill people are almost never infectious 10 days after symptoms begin.

* Maybe Vietnamese (and other SE Asian peoples) have some immunity to coronaviruses, due generations of exposure

though why the chinese (very similar ethnicity from the naked eye - only a border away) don't have immunity. they also live close to bats.

The Economist speculates that the virus had to get to Wuhan, quite some distance from SE Asia, before it could get a foothold in the human population because Chinese people in the SE of China are probably ethnically close to Vietnamese, whereas the Wuhanese are not.

(OT: Many NZers seem to believe that countries' populations are homogeneous, whereas if you live in Europe you find that there's ethnicity changes (language, architecture, food, traditional dress) every few kilometers. Human characteristics vary too (hair colour, body shape), although a bit slower. I'm sure that China is the same... some large ethnic groups like Tibetans and Uyghurs, and variations within those as well).

On Vietnam this is also interesting, its been noted elsewhere years ago that BCG vaccinated also had less respiratory , cold/flu.

Though Vietnam could potentially have had inside information from those in China CCP close to their communist comrades.
While also wary given the history between the two nations, and recent South China Sea grab that goes all the way down Vietnamese coast.
So maybe like Taiwan close links but not too close, gave them some info and impetus to move very early.
Vietnam also knows SARS well, and miss-information this had at start.
People would absolutely be taking any precautions that their Government ask, plus more.
People with series of fresh tragedies , vs America where well.

I did forget we could have them in our bubble, and they are in the midst of developing their own vaccine too.

Edit, tidy , Note we could call our bubble VTNZ Vietnam, Taiwan, New Zealand. :-)

Our Boomer generation had the BCG vaccination but further reading indicates that the vaccination is only effective for about 20 years.
I'm about 27 years past that date .. there maybe residual effects.

We start to prepare for a second wave reflecting back from what currently happens in the ROW. Anybody comin' back from a country at risk without an acknowledged negative confirmed test result has to bear his own losses due to an immediate period of quarantine.

NZ will need to bring in this sort of payment, if we start to get cases in teh community, and want to stay on level 1. Otherwise people will just go to work or to the shops and it will spread.

...It’s easy to find studies and news reports that contradict DeVos’s assertion:

South Korea: A large study using contact tracing found that children ages 10 to 19 can spread the virus at least as much as adults do; children younger than 10 were half as likely to transmit the virus, but there was still a risk.
Israel: At least 1,335 students and 691 staff members contracted the coronavirus after Israel reopened its entire school system without restrictions on May 17, believing it had beaten the virus. The spike in infections among the children spread to the general population, according to epidemiological surveys by Israel’s Health Ministry. As of mid-July, 125 schools and 258 kindergartens have been closed because of infections. (One study suggested that the disease spread quickly at a high school, affecting more than 260 people, during a heat wave, when mask rules were suspended and air conditioning was in constant use.)
New York: An asymptomatic child attending family in-home day care in DeWitt led to four families getting sick, including six children at the day care, one sibling, seven parents and two grandmothers.
In the United States, according to the American Academy of Pediatrics, 241,904 child coronavirus cases were reported as of July 16, with children representing 8 percent of all cases. There was a 46 percent increase in child cases from July 2 to July 16, although mortality remains low, with 24 states reporting no child deaths so far.

There is evidence that children may not get as sick as adults, and younger children especially may not transmit the virus as easily. From an educational perspective, certainly it would be better to provide in-class instruction than to continue remote learning. But to claim that children actually may stop the spread of the disease shows a stunning lack of due diligence.

I wonder if it's down to gravity; children under 10 are perhaps too short to be able to infect standing adults?

Doesn't that particular one apply only if the business has had a 30% (or 40%) drop in revenue? Many businesses won't have.
