GV27: This kind of argument ignores the fact that the bulk of our EV fleet came from second-hand Leafs that other people in other countries bought and we imported as used vehicles. It's not like the choice is black and white "Either help well-heeled people buy new EVs or you'll have a used EV market at all". 

Well that fact reinforces my point - the most affordable EV's are those that are trade-ins from well heeled Japanese buyers who were subsidised by the Japanese Govt to buy new. But the quantity and variety is limited to what the Japanese prefer to buy new and later no longer want - not entirely suited to our needs and not necessarily the greatest quality. If you want to increase the volume of supply and the variety of choice of used cars you need to somehow convince others to buy new, eat the depreciation then trade-in.
