While values may be attributed differently for private sales, for most purchases it's the transaction value which is applied.

MikeB4: Unless what I am wanting is not available here in NZ I just think its just too much hassle. I prefer to shop here, support local business and employment and in the long term I don't feel I spend that much more. If things go wrong
here there is legislative help and I really do not have hassles with local suppliers if they are approach in a fair way.

What annoys me so much about this is I did do my homework and I still got caught out. I am not angry at the authorities but at myself. The package was shipped privately and the sender thought she would do me a favour by sending it 'priority'. I thought I had allowed for enough margin but the postage was higher than I anticipated. She couldn't have known. So the GST came to $65.70 instead of $60. That $5.70 cost me $112. Yes, you win some and you lose some but this still seems a little unfair, especially to those who actually do play by the rules all the time (I'm not claiming to be one).

I personally do not agree with paying GST on post because it is primarily for services provided outside of the country. Still, those are the rules.
There is a $110 per person gift allowance, and you could argue the postage was a gift. I doubt it would be successful however, because according to the Customs site the gift must "relate to a special occasion such as a birthday, wedding or Christmas", and this is clearly something you've chosen to have sent to you, which would have still incurred postage charges, albeit less, had you had the item sent directly.

Geektastic: I most dislike the fact that they add GST to the delivery, 90% of which takes place outside NZ. Also the 'transaction fee' is a rort: we pay income tax to fund Customs to do their job. This is tantamount to an additional fine for daring to import!
MikeB4: Under GST rules it is applied to goods and services. Just like the car license fee they are charging for the service provided therefore GST has to be charged.

While true if the services are provided in New Zealand, you do not have to pay GST on service acquired overseas, nor obviously, goods purchased overseas unless they are coming in to the country.
The bulk of the postage cost is services occurring outside of the country, so GST should not apply. I believe if you send a package from an NZ Post agent, it's cheaper than using pre-paid postage, because being sent offshore does not attract GST (on goods or services), yet a similar amount of service is being provided within the country.
