Would a qualification have shown that the OP was crippled by local congestion? The modem sync speed is as advertised on the map.
raytaylor: I was always under the assumption that the yellow (1-5mbit) area on the maps were conklins if they dont border a pink area which would indicate the distance factor.

It would identify the estimated sync speeds. Chorus can also check for congestion on the prequal if asked.
So yes if specific about it congestion can be looked into.
