Does this also affect those who purchased these Spark Nokia phones, but run them on Vodafone? My dad purchased a nokia 5 I think, and I think it gets updates almost monthly over the air, and he is with Vodafone, but it was a Spark marketed phone with their branding, and I think it also came with the spark sim.  It is annoying how many updates it gets, which then need it to be restarted.

Makes no difference what network your phone is on. If it's running Spark firmware it's dependant on Spark releasing firmware.

I don't think they're running a spark firmware, the images provided by the Nokia developer program don't seem to be carrier specific. I also managed to find the OTA update file URLs with ADB while installing the OTA and they match the ones that are posted on XDA. Does seem they're doing some sort of carrier/region approval (Spark has confirmed that) but the actual firmware is the same.

old3eyes: Now that update is complete it's doing Android 8.1 V2. 22M security patch for August.

Did you receive any further ones after that?
