The video pointed to some different questions but did not answer really.

 

Why do many surrounding states hold back from a unified full press against Israel? 

 

My angle.

 

The map if you just look at each state the political conditions and vulnerabilities.
Surrounding Israel.

 

Without common enemy of Israel, what happens? 
If they disappeared and took their Nukes with them.
Does conflict turn inward?

 

Jordan,
Palestinian groups have scores to settle, re treatment of camps there.
Other neighbors may remember a war against Israel Jordan sat out and number 2 to recognize Israel.
Hosting evil western forces.
Hamas fought a mini war against PLO when it took over Gaza, so settling other scores?.

 

Egypt, 
Iran would prefer a different dictator, Hamas would too. 
They may not be the same if Hamas gets uncomfortable with Iran wanting too much influence over Holy Land.

 

Lebanon, 
Hezbollah/Iran maybe some pluses for Syria's Assad, if certain groups no longer existed in Lebanon.
If Israelis disappeared, why not these other inconveniences?

 

Syria, a freer hand for Assad, maybe greater shared influence with Iran/Russia over Iraq is due.
There are some very nice oil wells in the Kurdish part of Iraq too.

 

Libya in balance, and you can roll though the various neighbors. 

 

Even basic Sunni vs Shia is fragmented by very different views of ISIS and other subgroups of each.
All wanting to no longer be a subgroup. 

 

Nothing is easy in that whole area.

No chance of a cease fire now unless the US withdraws all support. Which it won't.

 

And it probably means death for all remaining hostages.

Is there any certainty that they are still alive? With food and other resources scarce and hard to come by, not having to support them any longer might seem like a logical choice to some.

I've seen Israeli estimates that 80-90 are still alive but who knows.

Inactive group of Israeli generals tells Netanyahu to cut off all humanitarian supplies to northern Gaza and force Hamas submission and hostage release with starvation. Netanyahu said to comment favorably on the plan.

 

CNN: “The reality today in Gaza is that Sinwar is really not stressed,” he [inactive general] says in the video. “The right thing to do is to inform the approximately 300,000 residents who remained in the northern Gaza Strip, citizen residents, of the following: Not that we are suggesting you leave the northern Gaza Strip, we are ordering you to leave the northern Gaza Strip.” “In a week, the entire territory of the northern Gaza Strip will become military territory. And this military territory, as far as we are concerned, no supplies will enter it. That is why 5,000 terrorists who are in this situation, they can either surrender or starve.”

 

This kind of plan was more or less used in the early and subsequent stages of the war already and has continued to a greater or lesser degree since then in various zones. The generals seem to believe the approach is successful and brought earlier success in negotiations. Like earlier iterations of the same plan the number of dead hostages does not seem to concern them, or that it means continuation of the war on all fronts. Most Israelis including the huge number protesting against Netanyahu see the wars continuation as a political decision and in fact Netanyahu's only option to retain power as long as he can in the face of numerous scandals.

I guess he really wants to secure that war-criminal indictment then.

 

(“wilfully impeding relief supplies as provided for under the Geneva Conventions” is a war crime).

I think you should rephrase that. Netanyahu is doing that very effectively all on his own initiative which is exactly why there are massive protests.
