Have a TCL broadband 10GB - 4/2Mbps. Checked the speed with nzdsl.co.nz and found that the download speed is ok, about 3.3 - 3.5 - 3.8Mbps.
But upstream speed is not, about 380 - 420Kbps. I called TCL but they didn't help from first attempt, they suggested a common crap(reset modem, clean internet files and etc).

About 2 weeks(?) ago everything was fine.

So I'm thinking is may be because I enabled an Upstream bandwidth under QoS (WRT54G) and gave a priority is high to my PAP2T, port number X.

Is it possible that WRT54G created a "channel" for PAP2T which occupied say 1.2 - 1.4Mbps and left 0.4Kbps for all my other devices and pcs?

I hope you can understand what I mean.

The problem could be related to the WRT54G and the option enabled.   http://en.wikipedia.org/wiki/WRT54G#Known_issues - shows a possible issue.

The v6 firmware revision 1.01.0 introduced a problem where the QoS page requires a valid manual upstream bandwidth value even if the upstream bandwidth is set to Auto.

If you disable this option do you get a 2Mb upstream result via a local speed test? 

If the option to provide a manual value is there, I would suggest trying to set a value of 64kb.

I did not try yet but I'm going to. My Linksys is v1 or 1.1(I believe) and firmware revision is 3.xxx cannot remember exactly.

Totally confused.

Last night I disconnected PAP2T and disable 'Upstream bandwidth' and checked the speed a few times. It had 3Mbps/download and 800Kbps/upload. I'm not happy with it but it improved a little bit.

I connected back as it was and set the value to 64Kb as Cameronn suggested. My speed droped very much, tested and its 1.9Mbps/download and 55Kbps/upload.

Don't understand anything. Will do more testing today night.

QoS will always cause a slowdown in your internet connection.

With the settings you are using you are getting the results you should do - even though they're not what you want. Setting your upstream speed to 64kbps should only give you roughly 64kbps max upstream on a speedtest, and your downstream speed will be being limited to the 2mbps you say.

Exactly what version of the Linksys firmware are you using and how are you giving priority to your PAP2 - using an IP or MAC address?

After a bit more research in regards to the device itself it seems you want to enter the amount of bandwidth YOU WANT THE REST of the network to have. i.e. 640K up and 1024k down will LEAVE the rest of your network with 640k up and 1024k down to use. THE REST will be allocated to any devices, ports, or applications you have set up in QOS.

Sorry for the confusion and hopefully this will give you the desired effect.

Firmware version is 4.20.7

I'm giving priority to my PAP2 - using the MAC address.

Set value to 1600Kbps, tested again, not much improvement, download speed about 3 - 3.2Mbps, upload about 600 - 700Kbps.
