It might be a thing for new regsitrations.

I recall when I bought my new trailer, I had to register it first before I could get a WOF.

Beyond that initial order of things you do need a valid WOF to renew your rego.

I speak from experience as I had a 2nd hand car that had its REGO and WOF expire at the same time and I had to get the WOF before they would renew the rego (but that was many years ago).

Although I do remember that at some stage I thought they "unlinked" the two and you didnt have to have a valid WOF to renew but maybe they backtracked on that...
