Yes, but did you read the document? You need to know the old password - which is unknown in this case:
BIOSConfigUtility.exe /nspwdfile:"" /cspwdfile:"current password.bin"

Still, without confirmation OP's claim is speculation. While I don't have another source I'm reasonably sure passwords can be removed, either with NVRAM jumpers or deployment tools.
As I supply many clients with HP ex-lease machines this topic is of great interest to me.
In my office are a couple of spare Elitebooks which could be sacrificed in the name of discovery if required... :P
