As usual Telecom have rush released a product without testing it. Mind you I have spent about an hour on the phone to Telecom (the one number that does seem to work).
How do you propose they "fix" it then? Travel to every country in the world? Make a few calls, send a few texts, then move on to the next country?
So because YOU experienced problems in Chile and Argentina, then Telecom have rush released a product? Really?
