As far as I remeber, the fee only cover up to the entry point into your house...
I paid Telecom guy came over couple of years ago to sort out diconnection issue (like the original poster's) -- Had a dedicated line for Internet and filters on others (I think)... Made slight difference.
It also help if you maintain the modem log, I escalated the issue with my evidence with the fact that I paid them to sort out the internal wiring, I eventually got someone at Telecome who helped and look the box up the road :)

Wiring and maintenance is basically a form of insurance that covers repairing the wiring and jackpoints inside the house.
The are quite vague on their site about what w & m covers, imo it's a worthless service given it doesn't cover say installing a master splitter.
Outside the house, ie: the phone line from the road to the house - they fix faults regardless of whether you pay wiring and maintenance or not.
My advice would be:
Opt out of paying the wiring and maintenance fee, use the money you're going to have saved over the next few years to:
1: Get a reliable broadcom chipset adsl modem 2: Purchase a ASDL2+/VDSL master splitter to isolate the adsl line and get this installed by a pro (or DIY if you are tech savvy).
If internal wiring is the problem this will fix it.
Friend had adsl, had paid for a full install back when that was all you could get. Went on his OE, came back to the parents place 2 years later and in the meantime they had a phone fault - water in the white box corroded everything, DSL filter was in the white box. Tech removed it and the phone went again.
Trying to argue to get them back to fix the splitter they removed was fruitless so he paid again to get them to install a new one. Easiest install the guy had done since the socket and dedicated run to the white box was already there.
Disconnected dsl because he got his own house - few years later sell the house (just before the market tanked thankfully) move back to parents, get dsl on, filtered sockets are dead, the phone was plugged into the non filterd jack to get it working (was no dsl on the line for those few years). Call faults and they come out and say that the splitter is dead, want money to replace it. (corroded up connections again)
So yeah, wiring maintanance is great when they
1, wont cover the dsl splitter unless you have had dsl non stop from its installation. 2. wont cover any jackpoints that are not the ugly telecom square surface mount ones 3. wont cover replacing any cable that was not installed ghetto style telecom contracter way of surface mounting it since they cant get to it easily.

A master spltter is a PURCHASE, not MAINTENANCE. You have the option to select it when you get ADSL installed. If you did not choose it, then dont expect a free one to magically appear! If you did get a master splitter installed, then you can have it replaced or repaired under W&M.

Benefits The service provider can add enhanced service onto a standard product such as HomeLine and Business Line Rental. How it works End-users can choose: 1. To have the Telecom Wiring Maintenance Contract or 2. Be responsible for their own repairs. They have the option of arranging for an outside company to carry out the work or a Chorus technician who will bill any applicable charges. To ensure full cover, standard Wiring Maintenance is required for each line terminating at a customer’s premise. The Standard Wiring Maintenance service charge appears on the monthly telephone account. Wiring Maintenance is an optional cover against faults in wiring. It covers the cost of parts and labour for the repair of faults caused by normal wear and tear to internal wiring and sockets within business premises, during normal working hours (Monday to Friday 9am-5pm). The service covers the cost of labour and replacement of faulty parts with Telecom parts. If the customer prefers, they can provide their own parts for Chorus staff to install. If there is a Private Branch Exchange (PBX) as for some business customers, the service covers wiring from the point where the Telecom Network enters the building to the PBX. If there is not a PBX (or any type of telephone switching system), the service covers the telephone wiring and sockets within the office premises. The Telecom Terms of Standard Wiring Maintenance service are included in telecom retail’s Standard Terms for business and residential customers, and must be carried through to the Service Provider’s terms and conditions.
