grrrrrrrr   lol.    just spoke  to ihug help desk an even though i was capped on the 2nd feb for going over my limit it remained capped after that although it did not show that on my login page. so help desk have removed cap and should take effect in 20min or so. i will need to turn off/on router in 20min or so. so if all that works then great. i would like to thank all u guys for your suggestions. it is greatly appreciated. regards

The noise margin can be adjusted by telecom but your equipment should be checked first to rule out a problem there. If it's not equipment your connection might've been set to the wrong profile.
