Regardless of whether or not the deck was allowed to be built is an issue in it's own right. What she has done wrong is blocked service access to Chorus network, and this needs to be fixed.

Another thought. Since She also has UFB, just get a copy of the agreement that Chorus ask you to sign before they install UFB. And point out the section about allowing Chorus access to maintain the fibre. It would be hard for her to argue against it as She had to agree to it before the fibre first got installed.

well, we don't have UFB in our street, just ADSL and VDSL. I think of all 3 houses I'm the only one on VDSL.

I'll have a word to her next time I see her or her dad and see what she says.
