So ... after dealing with a very helpful Snap rep I was given a new Fritzbox 7490 and just like HawK89 it instantly solved my international speed issues on the 200/200 plan.  Latest test to the Dreamhost server in LA was 74.99 Mb/s down and 36.12 Mb/s - a marked difference from the 6.75 Mb/s down and 3.38 Mb/s up I got on the old Fritzbox 7390 only moments before unplugging it and putting the new router in place.

Whatever the issue is, it appears from Hawk89 and my experiences that in respect of 200/200 UFB with Snap on the Enable network that the old boxes can't do the job.

Anyway, thanks again to Snap for resolving this for me.

Nice one.  Did they make you sign a new 12 or 24 month contract in exchange for the 'free' router?

I'd already signed up to a new contract when I moved to the 200/200 plan so that wasn't/isn't an issue - I would expect to get the new router for free as Snap isn't able to provide me with the service I'm paying for without it, but I haven't heard anything about that at this stage as being given it was part of the testing to see what was "wrong" with my connection.
