Its highly unlikely 2Degrees are going to announce their future plans just because some reporter asks them to confirm a rumour.
They will release information on their own terms, and while he is saying its not happening you can assume its not happening today or tomorrow. Trilogy have controlling share in this company and if they want to sell the Hautaki trust can't do a thing about it.

I never said the network was not 3G capable. Every site (or very close to it) that has been deployed contains tri band panels for 900+1800+2100 and radio gear for GSM and WCDMA.

At present however NZ Comms have no legal right to use the 3G spectrum that they plan on using as it hasn't been paid for. This spectrum was reserved for Maori (at a discounted price to the price VF / Telecom paid) however somebody has to front up with money to the government before this can be used. As of a couple of weeks ago this had still not occured and until somebody front up with the $$ they will be unable to launch a 3G service using that 2100 spectrum.

Hey Steve, incase you haven't read it yet. 2degrees has been granted to licences to enable access to third-generation (2100MHz) spectrum. Our team is hard at work now integrating 3G into our existing EDGE network so we can provide our customers with 3G products and services throughout 2010.

According to the RSM database the annual fee has been paid and the licence is registered (3 Jul) and active. So all go!

It mentioned an annual licence fee of $300 - I assume this is an administration fee over and above the up-front cost (wasn't it related to the prices paid for the other 2.1GHz licences at the auction back in 2000?)

Does anybody actually know if Hautaki have actually paid all monies owed to the MED for rights to use this spectrum?

In 2000 when Hautaki were granted the spectrum they were allowed to pay for it in 4 x 25% instalments, 25% when the rights were transferred to Hautaki and then an additional 3 payments on the calendar year of that occuring.

My understanding up until recently was that this had never occured and that this money had never been paid. I'm just curious to know more surrounding this issue.

Can't help except the licence is now in the name of Two Degrees Mobile Ltd so something must have happened.

Two Degrees Mobile only have MR's for a 1Mhz chunk of 800 spectrum (why they swapped 800 for 900 and kept a 1Mhz chunk left me scratching my head - anybody know why?, their 900 spectrum and their 1800 spectrum. They do not have MR's for 2100MHz and probably never will, by understanding is that this will always stay with Hautaki.

The manager is Hautaki but the licencee is 2 deg - Hautaki has assigned the right to use the spectrum to 2 deg. Do a licence search on licence IDs 131036, 132910 (2155-2170) (though not sure where the other half of the pair -- 1965-1980 -- is). So the $300 would be the licence fee and not the management rights price.

Presumably they have no interest in the 800MHz band but want the GSM spectrum at other end of the swap - the 935-939MHz. Perhaps they want to use it for TDD W-CDMA?

Yes: the crown had 2*4MHz at the bottom of the GSM band; Two Degrees wanted the downlink part of it, so swapped 4MHz of its 800MHz spectrum to get it. So it's not so much actually wanting the leftover 1 MHz but not needing to get rid of it. Or something like that.

So the question becomes: what can you do with 4MHz of unpaired GSM spectrum? The only thing I can think of is TDD W-CDMA (TD-CDMA), which doesn't need paired spectrum, if there is even such a thing in that band. Perhaps there will be one day.
