mattwnz: That includes providing UDAIs in a timely manner. So they also have to know all the .nz rules.

Here we go, from the DNC's RMC (Registering/Managing/Cancelling Policy, V2.6) - http://dnc.org.nz/content/rmc.html:
12.5 Registrars are required to pass on the UDAI to registrants whenever a new UDAI is generated, for example, on registration and transfer. This applies from when a registrar first connects to the SRS.
At the very least, you should have an e-mail from Go Daddy (or their German 'partner') with your current UDAI from when you registered your domain with them, or transfered the domain to them. If you do not, they have breached DNC policies and there is at least one violation that DNC can start an investigation into the whole mess now. (Just my opinion) Even if you don't want to transfer away yet and want to try and let Go Daddy sort this out, this behaviour is in my opinion not good and the DNC should be told so they can look into it, surely it can't be that hard for Go Daddy to do the job properly.
mattwnz: I wonder where godaddys support is based, as it sounds like you aren't communicating with people where english is their first language, so they maybe misinterpreting your questions. If you requested a UDAI code, then that should be provided , no questions asked.
When Go Daddy messed me around, and a member of their Social Media team picked up my frustrated tweets, I she said they were pretty much all based around Mississippi or similar, very Southern US accents that was for sure.
