Eg: 1.28.xxx.doesntmatter, what are the Xs?

I have a 2degrees HOX, that came with 1.26 but got the 1.28 upgrade OTA about two weeks ago. No sign of 1.29 as yet.
Did you notice much of a difference going from 1.26 to 1.28?
Hard to say as it was within the first two weeks of having the phone, so it was not a stable environment for testing :-) I could not honestly put my finger on any differences. Battery life is currently OK, but then i frequently charge my phone at home and at my desk at work so no reliable basis for comparison there either. I'm just waiting for 1.29 (radio upgrade) so I can go to a custom ROM and get rid of that stupid menu bar on half the apps I use.
The reason I ask is that there are two things that irk me about the phone. The first is the battery life (I barely make it through a work day), and I'm doing the same stuff on this phone as I was with my iPhone 4S which would last almost 24 hours. The second is the random, but often, lag when swiping between home screens depending on what's on them which for me just ruins the overall experience of using the phone.
I'm too new to Android to know the answer but some apps have much smoother scrolling than others so I don't know if those are directly related to the app or falls into the same boat as the system lag.
I'd heard that 1.28 and above addressed both of these issues.
From what I've seen of the Samsung Galaxy S III it looks to be super smooth so I'm hoping something happens soon, because to be honest those two issues I have are enough to make me want to switch!

Now that you mention it I did notice some lag in the early days that I can't say I have noticed lately, so yes I would concur that 1.28 has helped in that respect. However I also have dropped the Sense launcher in favour of Apex so that may have helped as well. If you really like Sense (ie the widgets) then there is a 'fixed' version a.k.a. Rosie available on xda which has some fixes to swiping lag that you should check out.

Yeah see I don't really know the first thing about all this stuff and wouldn't know how to do it, I just can't quite get me head around it all even though I'm sure it's pretty easy!

Trying out Apex is really easy, you just install it from the Google Play store. Then when you press home, you will get a choice of launchers, HTC Sense and Apex. You can try out Apex and if you don't like it you can just uninstall it. If you want to keep it, then the next time you are asked to choose you just make it the default.
Using the fixed one from xda should be basically the same but you would have to download and install (sideload) the app rather than using the store.

It only seems to have a small subset of widgets available compared to the stock Sense launcher. Is there a way to access the Sense ones that I'm missing, or are they incompatible with Apex?

I use the following widgets:-
- Evernote
- FriendStream
- Calendar
- Controls for HTC music player
- Clock/weather
- Google Search
- Messages
- People (can probably lose this one without shedding a tear)
- Calculator

Of the top of my head most of those are replicable.
APW Widgets has Calendar, Friendstream, People covered
There are lots of good clock widgets - Beautiful Widgets is a great one (also the aforementioned Fancy Widgets)
Controls for the HTC music player probably won't work outside of Sense (although maybe on that other launcher mentioned) - you really should try out PowerAMP though, it has a free trial too and then it's widgets/lockscreen controls/notification drawer controls will work with all other launchers
Evernote will come with the Evernote app, so not Sense specific
Calculator will be available with other widgets I'm sure
Google Search should be on the phone regardless of launcher
