I have a TV that I connect my computer to through a VGA to S-Video converter. When I connect the coax to the TV the picture gets a kind of wavy, rolling distortion. What could be causing this?

Analog or digital cable tuner/signal source?

Spark Max Fibre using Mikrotik CCR1009-8G-1S-1S+, CRS125-24G-1S, Unifi UAP, U6-Pro, UAP-AC-M-Pro, Apple TV 4K (2022), Apple TV 4K (2017), iPad Air 1st gen, iPad Air 4th gen, iPhone 13, SkyNZ3151 (the white box). If it doesn't move then it's data cabled.

I it's just basic cable from bell south. i'm just running rg-6 from the wall to the tv.

Sounds like an earth loop, normally the cable company provides a "Braid Breaker" at the demark point (ie the box on the outside of your house where their cable lands and gets connected to your home cabling. If they have not provided you with a Braid Breaker then you could contact them. If you have no contract with your cable company and are just using the FTA signals on the cable then purhaps you could get one for yourself, here is an example, obviously there are other options.

Get a cheap power and cable surge protector, this will ground the cable to the power ground at the point that the PC and TV are connected to the power so will take the ground loop current.

There could be something wrong with your incoming cable ground too, My understanding is that it is almost never done properly by cowboy installers, so you may want to call the cable co to check it out. A cheap surge protector should do the trick tho.
