Im on Telecom, as why I am posting here.

I will keep it nice and short. My friend (A) is hosting a Minecraft server off his computer. Let his ip be xxx.xxx.x.x. My two other friends (B and C) are able to connect to this minecraft server using this ip. I try to use the IP, and I recieve a timeout notification. I then, with very limited knowledge, run cmd and ping xxx.xxx.x.x 4 timeout notices and I recieved 0% of the packets back. I then run a tracart with these results;

(yyy.yyy.yy and the lot are just blocked out ips, I'm not tech savy so I was unsure wether I should, tell me if you need them)

What happened? Myself and my brother suspect that either my ISP or his ISP is refusing to connect to the others ip. Yesterday whilst I played on his server, he was DDosed. After that, I was unable to connect to or sucsessfuly ping his ip.

Help me! Im not very tech savvy, so please be gentle :<

So for starters... the reason for not receiving a reply when you ping his address is either you have the wrong address, or there is a firewall dropping the ICMP packets you are sending. The fact you get a timeout when connecting with the game also makes me think this is most probably firewall related.
You need to make firewall rules (and probably port forwards aswell) to open up the required ports to the minecraft server, obviously make sure the server is secure as this is opening it up to the internet.

Secondly, I am not surprised you couldn't connect after his connection was DDoS'd. The modem probably cr4pped itself and didn't clear out states. I am guessing maybe a reset would have helped here.
