If you are like me your speed isn't that great, I was talking to one of their heldpesk support staff the other day and said to him that if I'm just surfing or downing normal downloads, I'm getting about 40Kb/sec however if a use a download accellerator I get better speeds. He informed that it is because they evenally spread their bandwidth accross all conenctions.

Will instead of doing that why don't they spread it accross connected IP addresses, this means each person no matter what they are doing gets an even share of the bandwidth .

For example if I watched a youtube video I would only get 50 KB/sec however I downlaod 5 applciations tonight at the same time using a download accellarator and got a combined speed of about 350 KB/sec

If people downloading torrents are causing the problem then I would bet they are downloading more than 1 torrent at a time and will have mutiple connections. (don't take this as a dig as you have paid you monthy accounts as well)

This is an idea/technology which has been brought up multiple times before.

It would, indeed, be ideal for ALL ISPs to use this method rather than the old (and inequitable) methods, but there's one simple reason why they don't use it:
- Money.

Most ISPs aren't willing to invest in the equipment required to do this.
