Can someone explain to me the difference between a GPRS Sim card and the Sim card I would have in my personal mobile? Do they cost more? And whats involved in obtaining them and getting them set up?

A sim card be it a gprs or a usim for wcdma are issued by your mobile provider. No setup can be done by you other than putting it into your phone.

Data Only sims usually have cheaper data due to typically having Voice & SMS services disabled.

Basically JohnR is talking about the different services they associate to the mobile number on the sim. The physical sim would be no different.

I think this answers what you're asking;

A SIM card can operate on different types of networks GPRS (2G), EDGE (2.5G), UMTS/WCDMA (3G), LTE (4G).

A "GPRS SIM Card" may simply be referring to a SIM card that can operate on the 2G networks. A Prepay SIM from 2degrees or Vodafone has this capability, and may be a data only SIM, or have data, calls, and texts. Telecom doesn't operate a 2G network, so all their SIMs only work on UMTS and LTE.

Is this SIM card for a device that needs internet access?
