Can anyone inform me if the "metropolis" of Rotovegas has any ISP's that provide a naked ADSL service in the city?

Any ISP that provides DSL intenconnects on Telecom Wholesale (ie via the Chorus copper network) will be available anywhere in the country where DSL is available, including backwaters like Rotorua.

So I take it that you are saying that due to this, any naked dsl service is available if that ISP offers it?

Pretty much, but I suggest you check with that ISP before ordering, but essentaily Telecom wholesale deliver any ISPs service to any exchange in the country, although there may be some exceptions to this in relation to very remote areas, even then I doubt it and Rotorua metro is definitely not remote.

Atually another question related, if you move into a house can you get naked ADSL hooked up straight away? I heard that sometimes you cant without first getting a phone connected and then disconnected! Which does not make any sense to me..

I dont belive that is true, although some ISPs (slignshot possibly) prefered you did this but it was not mandatory, and I understand the CSRs did not understand this properly either.
