I've been getting this problem for a month or two now; if I enter a url I see it in the address bar, however, I see a bunch of adlinks instead of the expected site. Here is an example;

http://www.revenews.com/samharrelson/2006/12/infected_linux_via_cpa_network.html

I have tried various spyware scans, online virus scanners [we use Trendmicro here]. Rootkit Revealer only found a couple of Flash files. It seems quite random as to what sites get affected but when they do there's a change to the base href when I view the page source to '*/common/roar/landing/rpos/'

I've googled this a fair bit without much success other than a few 2/3 year-old links.

Have you tried running an anti spyware program?

Spybot search and destroy, Windows Defender and Adaware SE are all free. I recommend you use atleast two of them on a regular basis.

Also, have you tried changing DNS servers?

Could it be a DNS problem? Lots of companies put holding pages on expired domains. Perhaps the domain expired, it was on hold, and the automatic renewal didn't propagate quickly enough?

Or is this for any domain?

I don't think it's a single domain, it's occurred with a number of quite different sites that I've tried. What I find most puzzling is the apparent randomness of it; not always the same site at the same time.
I have AVG Antispyware and AdAware and perform regular scans.

Are they both up to date?

What sites does it happen with? Or does it happy with every site eventually?

What web browser are you using? Try using a different browser and see if it changes.

They are both up to date and I am using Firefox 2.0.0.3 regularly. I do get to see the page as it should later on or the next day sometimes. I have just tried Internet Explorer and it is also getting this ads pages instead of what I expected.

to me it sound like dns problem,
why dont you put ip address instead and see what happen
eg google.com = 64.233.187.99
