I've used PDF Binder (I can't seem to find the download site....).

 

Also 'NAPS2' - "Not another PDF scanner" software. I like NAPS for scanning from my printer and then combining into a PDF. Along with scaling, interval scanning, and generally not using HP's terrible bloatware scan software. https://www.naps2.com/

Been using PDF Gear, it's good. Pretty sure it has an AI integration so might be worth understanding what they take if you are dealing with sensitive data

A colleague found this and I thought it worth mentioning about PDF Gear: 

 

 

 

 

 

 

It seems they may be trying to hide the fact they are based in China perhaps?

 

Their website says they are a Singaporean Company.

 

There is a part of me that would be interested to see what traffic comes and goes from the app when using it, and where it goes.

 

For now I intend on removing this software.

It's slightly more complicated that a dedicated pdf merge program.   But https://www.libreoffice.org/  can import pdfs in it's Draw program/component.   At which point you can copy and paste the pages around or between documents.  And then export back out to pdf to create a merged pdf.  I've used it that way a few times.
