I am looking for a new wireless modem(for home use), that will allow me to limited the download on each wireless devices, is there a modem will offer such feature? Budget around 200 to 250

1080p: I suggest checking out the supported hardware for the dd-wrt/Gargoyle/Tomato firmware. This firmware supports (limited) per IP bandwidth control. Not much else does, sadly.
I'm not sure if it supports actual 'throttling' of the wireless devices but it supports quotas at least.

sidefx: You'll probably want\need to look at a separate modem + router too. For example a combination of RTA1320 (cheap on trademe but on does half bridging) or draytek vigor 120 (which does pppoa to pppoe bridging) and something like a TP-Link that supports gargoyle. You should be well under $200 for this combination; closer to $100 if you went the RTA-1320 route - I ran such a setup pre-VDSL and it worked well. The setup supports outstanding bandwidth monitoring\control\QoS for the price and is reasonably easy to setup, though you'll need to do a wee bit of reading.
Time to find a new industry!
