Can someone help me with port forwarding?

http://portforward.com/english/routers/port_forwarding/Dynalink/RTA1025W/DC++.htm

I dont' know what to enter in the last boxes "PORT START' 'PORT END" for both external and internal (see above link)
You scroll down to the end of the page and you can see where I have to fill in the above boxes.

I have a "DYNALINK RTA 1335" 4 ports.

Trying to create a Static IP address for 'FILE SHARE PROGRAMME"Sealed

Port forwarding does not create a static IP address.

If your aDSL router gets a dynamic IP address from your ISP, then it will always be dynamic.

Port forwarding enables you to automatically forward all incoming packets on a given port, to a specific IP address/port.

It is typically used as you describe.  If your external IP address is A.B.C.D, and you have a home network with one computer having the LAN IP address of W.X.Y.Z, then you forward all packets destined for A.B.C.D:port from the WAN connection on your router to W.X.Y.Z:port on your LAN.

In your case, if port 999 is the only port your application is using, then this would be the start and end port for both internal and external.  It is there so that you can easily decide to forward all ports between A and B without having to set them up individually.  Normally both ranges would be the same - ie forward external port 999 to internal port 999.
