Since there are two APNs: "2degrees Internet" and "2degrees MMS", can I disable/delete the former in order to prevent any mobile data usage while still being able to receive MMS?

It probably depends on your handset, but otherwise, yes.

You don't mention what platform the phone is, but I tried this strategy on my son's Android without any luck...still chewed through the data.

I went in a different direction and installed an app called NoRoot Data Firewall which allows selective blocking of apps for use of wifi and/or cellular data. I then just disabled all cellular data except for Messaging app.

Seems to have worked well.
