Yes, there are special arrangements. Advertise the number so that as many people as possible test it and the cell phone companies make lots of money ;-).

Number has a recorded message. People can use it to test there PABX phone systems to make sure 022 call can go through it.
Or to make sure their phone provider has a connection agreement (like my phone provider world exchange who does not!)

The number was set up before all the SIM's were sent out. And saves saying to person you rang "it's only a test"
