I have just purchased a WinTV-nova-t-stick, I am running Cyberlink Power Cinema and downloaded ffdshow for my H.264 codec. My problem is as the subject indicates is that the picture on TV3 lags behind the Audio and the lag gets longer the the longer you watch it. This is frustating as I watch a lot of TV3 normally and this makes it impossible to do so, TV3's other channel C4 is fine. Is this an easy fix or am I stuck with it.

You don't need FFDshow - PowerCinema has a H.264 codec built in.

What type of video card do you have? If your machine is incapable of H.264 hardware acceleration then watching TV3 is guaranteed to cause issues as the 1080i feed is the most intensive to decode.

I think the Video card is Moblie Intel(R)915GM/GMS,910GML Express

This chipset doesn't support H.264 hardware acceleration. Sad reality is that I doubt you'll get TV3 working well at all as it's simply not possible to get decent 1080i decoding without a GPU supporting H.264 hardware acceleration. Software based decoding simply can't cope.
