My mother has been trying to use Hangouts on her Android phone to call my brother (also Android), but most of the time it just dials for several seconds and hangs up. I say most of the time, because I got hold of her phone the other day and thoroughly tested it with multiple calls to and from my brother, and it worked just fine. I also use hangouts to call and message her from my phone all the time, and it hasn't failed yet. There just seems to be some kind of intermittent issue when she calls my brother. Does anyone know what might be happening here?

I have had bad luck with it for the same reasons. Solution is to just use facebook messenger or skype ;)

I,m currently using WhatsApp to call my wife in the UK and it works very well.

I noticed that facebook dropped the stupid $1 whatsapp charge, and that video calling is supposedly imminent, so I decided to give Whatsapp a go. Not particularly impressed so far. Instant messages are slower than hangouts, and the web version is terrible; you have to scan a damned QR code every time you want to log in? No official support for WiFi only devices? It's made duplicate contacts on my phone for seemingly no reason, and the two times I tried to make a voice calls with it the audio kept dropping out despite strong connections at both ends.
