Grab hold of the sides of the cover plate and pull. It just clips on.

Quite a bit of the stuff on the back of the cover plate. Had to wash my hands 3 times to get it off.

that certainly looks like silicone. i would check to see which cable is wet, just to make sure.

 

i wonder if its possible to find a brand name on the aerial cable.

That network cable can't be unseen.

 

 

 

If there's no sign of it in the outlet, check that nothing above it leaked onto it.  Maybe you've got kids that spilled something onto it, tried to wipe it up but the wall plate eventually leaked out what wasn't wiped up?

if you unscrew the connection you will soon see if its coming out of the cable.

It look a bit like a verdigris gunge I've seen usually on low voltage connections. It used to be quite common on the old APO telephone plugs.
