Even including a new tube you'll probably spend less than $50 for both front and back.
For off road riding on those tyres you'll want to run less pressure than you would with your current tyres when riding on the road. In winter on my mountain bike on 26x2.35" tyres I usually ride at 38psi, slighty less if it's been raining lots and slightly more if its dryer. The narrower the tyre the more pressure you'll want so maybe start somewhere around 45-50psi and then let some air out or put more in and see how they feel and what you like the best.
Now I am getting my head around the sizings etc. I should also point out bike will still be used on road aswell, so I think I am looking for a cyclocross tyre. My wheel size is obviously 700. Current tyres are 700 x 38c. I am thinking the wider the tyre the better for grip on gravel etc??? what is the widest tyre I can use on a 700 rim? Does it involve measuring the frame? where do I measure?
Does the bike have disc brakes or rim style brakes. If the brakes are rim brakes, the max width of your tyre is more likely to be restricted by the brakes or the chainstay.
These are 42c's. It seems for cyclocross tyres even 38c is on the large side yet I have always thought my current 38c's were 'thin road tyres' compared to the mountain bike style tyres on my previous bikes. My only reservation is they might make the bike not feel as sharp on the road. I would say riding would be split 50/50 between road and off road. Off road mainly meaning man made dirt tracks / walk ways / grass. Light - medium gravel. At the moment (with my 700 x 38c slick tyres) if I see a small area of wet dirt I have to be really carefull, and with light gravel I am always on my toes. I want to be able to relax a bit more on such surfaces. Which tyres will be best?
If all the off road you're planning to do is in a gravel surface I think 38's will be plenty wide enough. Perhaps you may want a better quality of tyre, I don't know what tyres you have but the info I found for your bike said 700 X 38 Kenda tyres.
I have a set of Specialized Infinity Armadillos 700 X 32 on my hybrid. They are good on the road and on gravel. They are very puncture resistant.
Remember the wider the tyre the harder (more effort required) the bike will be to ride on the road especially.

This is a US site but you should be able to buy the same range locally.
Don't scrimp on cheap tyres. If you decide you want/need a wider tyre, once you've decided on a size and make, take your bike to the shop where you intend to buy the tyres and make sure they'll fit.
