To scan from 35mm colour negs you will need a resonable high res scanner if you want to get decent results and also may run into problems with the different base layer colours of colour negative films.
With a print scanner you know what the image is meant to look like and can use a cheaper scanner. Try to get one that does batch scanning so you can place several prints on the bed at the same time and go for one with image correction software i.e dust removal and colour correction a option well worth the extra $ so you don't to have to manually correct the image later.
