Ignoring the EMR argument for now and looking at it from another angle.
If I am looking at the correct bill there is noting about replacing copper cables with wireless solutions as the conspiracy theorists suggest.
The bill states that there will be protection measures for consumers who are on fixed line copper, comparable fibre services must be available at a similar cost. Nothing about wireless solutions.
A majority of the wireless RBI is in competition with Chorus and their copper network as it removes customers from the Chorus network. Unless Chrous start supplying wireless broadband to houses I dont see that the copper network in rural areas will be removed anytime soon.

From my understanding copper must be available where fibre is not.
As mentioned earlier some NEAX's have/are being replaced by BBIP systems. With this I'd say copper voice and broadband is here to stay in these areas for a while.

Then there is ISDN Which means International Spy Default Network. Normally only large companies have ISDN connections, as it makes it easier for them to record all of your phone conversations. Try ringing up your phone company and asking for an ISDN connection. They will either claim that it doesn't exist, quote you a really large price, or refuse to provide you with such a connection. Meaning you have to have friends in high places to get an ISDN connection.
Neither of these services work over fibre or fixed wireless. Therefore you need to upgrade your connection to fibre or fixed wireless to stop the spys. Then you can disable PPPoATM, and your internet will keep on working.

There is no question that microwave radiation can cook you, just like it does in the ovens. It is also at least possible that holding a phone next to your ear for hours every day can have an effect on your health, though this has not yet been proven. But the energy levels of microwave radiation plummet at even small distances from the source and the levels ordinary people are exposed to in ordinary life are negligible. If people want to worry about threats to their health, they should worry about the diabetes that results from eating KFC and BK every day.

Having worked in reasonably powerful RF transmission sites (up to 10,000 watts), I have had some involvement in testing (with test equipment) RF exposure levels to ensure that we weren't 'cooking' our selves or the neighbours
A common thread that underpins all of these anti- Wifi/microwave/smart-meter/cell-tower arguments is that people simply don't understand 2 simply facts:
1) Humans are exposed 24/7 to naturally occurring background radiation (and have been since the dawn of time).
2) That distance from the antenna is pivotal in your exposure level. When you double the distance you 1/4 the exposure - so a few minutes talking on a cell phone 5mm from your skull will expose you to more RF than sitting 100 meters away from a cell tower for a month.
More specifically applicable to this thread, a microwave transmitter on the roof of your house with a highly directional, efficient antenna (as they usual have) and relatively low power output, combined with the fact that microwaves are very poor at penetrating walls & roof's, glass, vegetation (not to mention skin) would produce RF signal so low inside the house, it is likely to disappear into the noise floor, meaning the exposure to natural radiation is more intense than the microwave antenna on the roof.

Precisely, and ionising is the type that nobody disputes is harmful, but that is getting far to scientific for the conspiracy theorists.
The Sun and Stars etc emit both ionising and non-ionising radiation (without which we wouldn't have radio telescopes).

At least not until someone is prepared to offer me an "unlimited" fixed wireless rural connection at a reasonable price.
You can stick this in the same draw as anti vaccination and water fluoridation campaigners.
They aren't interested in any sort of rigorous "real" science.
Only enough fake science to give their campaign a veneer of believability.
