It is probably Accordo. This is common for those who use MS Select and MS Enterprise agreements and probably the open licencing agreement.
terms of the select and enterprise agreements give MS rights to audit you (can't comment on the open licence tho)
Also bear in mind with these agreements you get a full CD set of all MS software , so they are placing a lot of trust in you and your company that you will be in licence compliance so an audit is fair imo
