Not sure if this is relevant to anything in this thread, but I recently got Interleaving disabled on my line and it jumped up by 1mbit! Also, it seems to have a more consistent sync rate between connections. When interleaving was on I'd get anywhere from 12-15.5mbit, now it's 16.5mbit every time! Also my ping times to XNet's DNS servers dropped from 35 to 13ms :D Yay for interleaving off!!
My upstream rate decreased in December when I purchased a Windows 7 64bit system. I think it may be due to a ethernet dropping bug with the NVIDIA nForce 10/100/1000 Mbps Ethernet adapter rather than a Telecom issue. These are my stats with a Dynalink RTA1025w modem.
I had the same result with a Linksys WAG120N. I am on the Telecom Pro plan and my upstream rate on an XP laptop was 945 kbps and never fluctuated as it does now. My upstream noise margin also fluctuates. Current stats are:

I sent an email to Dynalink support and they responded,
"The modem has no control over the computer when utilising an ethernet or wireless connection. It simply offers a connection to any device which is able to connect to it."
I have sent a further email to Telecom requesting that a technician inspect my line. Perhaps I need a new nic ?
Hi, not to sure about the NIC issue, but the upstream noise margin is 2.7dB which is not too flash. Maybe you can tell us something about the phone circuits in your house and what filters and phone/fax/SkySTB's you have.
I have about 5 jackpoints but only 2 are in use. I have Sky but do not use it's phone line. The modem and fax/phone are connected through a Dynalink ADSL filter to the same jackpoint. I have performed an isolation test and there is no improvement which leads me to believe that Windows 7 does not work well with certain nics because I had a solid connection with my old XP laptop using the same jackpoint and modem. My upstream noise margin has gone as low as 0.3dB.
Is anyone else having similar problems with Windows 7 ?
You didnt get sucked into buying a power surge protector at the same time as the new computer that has a phone connection on it did you? They really screw with the upstream speeds even when put on a filter IME.
Ragnor: Tried a linux live boot cd and see if it has the same problem?
If you really think it's the onboard NIC I would go get a $25 PCI or PCIE network card and disable the onboard nvidia one.
I tried a knoppix and ubuntu live boot cd and have the same problem. I also tried a Intellinet Hi-Speed USB 2.0 to RJ45 10/100 Ethernet Network Mini-Adapter.
I have a Acer desktop and there is only a CF card slot.

Yes, I got a Belkin surge protector but I have tried bypassing it completely and it makes no difference. My actual phone is not connected via the surge protector just the printer, monitor, modem and computer.
