As I read the IPAP definition, if you're not changing for access you are not an IPAP. The exemption for mobile providers is specifically for cellular connections.

Operating a public WiFi seems like an incredibly dangerous activity from now on. Because you're not charging for access you are not an IPAP - you are directly liable for all users' activity.

The same, of course, is true of ANYONE offering internet access to others. Employers, schools, universities, libraries, etc...

So do charge for it? run up one of the paid hotspot services that are all over the place? Best case it makes me a few bucks, worst case it doesnt cost me anything. Might have to see if the 12dB omni on the roof still works at all...

And what is the definition of a cellular connection in the act? If its not specifying a technology then why couldnt 2 wifi APs be a "cellular" connection?
