I shifted rooms to where the Win 10 computer is and tried the app. It works fine but I still get the error when I try the link. This is not a big deal in itself. There are plenty of alternatives to Ookla. I would just like to know what the reason for this is in case  there may be other issues related to it.

Except that very few of those venture inside RSP networks..

The VPN program is probably doing something funny with your computer. Even when your traffic is not being routed over the VPN, it would still be getting routed through the program.

I don't get this. People keep saying things like maybe it is the VPN, or a browser extension, or the browser itself, or some other piece of software getting in the way, but I have tested for all this. I still get  the same problem when I use a  different computer with no VPN or any of the other things. Different browser, no extensions, no ad blockers, nothing else that can get in the way but the same thing keeps happening. Something else must be causing this.

That is good information. Thanks for that. It proves that the problem is indeed at my end, but I'll be damned if I can figure out what it is. Ookla works normally for me with the Win 10 app. It also works with the Android app. It works with a VPN. But it won't work with a direct browser connection, regardless of which browser I try. It won't work on different computers with different Windows OS versions. What is left? Something in the Huawei B315, maybe? I don't have enough know-how to properly diagnose this. I am stumped.

Maybe a modem reset?

That hadn't occurred to me. I will give it a try later and let you know. It is upstairs.

I did try the link with javascript disabled and I didn't get the error, but I also couldn't run the test. Whatever is failing to load the resource which produces the error, is a javascript function on the site. As soon as that function is called, the error occurs. Just loading the site does not generate the error.

could be a DNS issue - presumably you're using your ISPs DNS servers, try pointing your PC at either Google DNS (8.8.8.8  and 8.8.4.4) or Quad9 (9.9.9.9 and 149.112.112.112) and retest - whilst I've never had an issue with Ookla like you're seeing, I have had issues resolving addresses using my ISP DNS (stale cache their end)

I sure am getting tired of seeing this. I just tried rebooting the router. Nothing. I have also tried different DNS settings. Nothing. The only thing that works is using a VPN.

Fast.com works normally, as does every other speed test I have tried. I am only getting this with Ookla.

Yes, several times. That was one of the first things I tried. No difference.

Thanks for the responses. I get the same error on different computers running Win 7 and Win 10. I have not installed the app but I never needed it before. I do have DNS4ME but I just changed the settings back to the ISP default and I still get the same thing. I also have Windscribe VPN link on Chrome extension, but not installed and not active. The only common factor I can see to this if others are not getting the same thing, is the ISP or possibly the router, but I am not aware of any changes having been made at my end. Other speed tests all work normally.

I cannot tether as I do not have (or want) a cell phone.

What about trying it on the andriod device from this thread https://www.geekzone.co.nz/forums.asp?forumid=97&topicid=245580 ?

Frankly, I've found all these speed tests, both online and app-based, to be wildly variable … sometimes a test shows I've got 200mbps download but only 2mbps upload, whilst another test site used immediately afterwards shows 60mbps down and 20mbps up.  This even happens when using same location servers, etc.
