Steam moved all its content to HTTP away from the traditional steam delivery protocols. As part of this move they moved all their delivery to CDN's.
Steam caches were hard to maintain for steam, as the ISP (Orcon, VF, Snap) owned the hardware and maintained the Windows operation system. Steam just maintained the Steam software. It was a very weird setup for such a big company.
There is some content still served from the old steam servers, but any new games are from the new CDN's.
redownloading a few steam games to confirm. but snap are still caching files.
as others have said, steampipe was implemented, to make for better caching for ISPs but makes content servers rather hard to run.
why the downloads from snap are so slow in the lot, not fully sure, but at the end of the day what matters is it downloaded.
you should never expect the data to be unmetered, but grateful for when it is.. otherwise, your setting yourself up to have a surprise when you see your datameter.

fwiw, you can often get better download speeds by changing to a US download region. the australia servers are often kind of slow/problematic :/
afaik they normally serve from the same location as dota2 australia servers, which also seem to have got worse since their "updates to improve performance/network latency". maybe valve are overloading their australia capacity?
although i mostly noticed just because i was trying to make dota2 work one night when it couldn't find the network in game, and i found something that said setting your download region in steam could fix it, and i happened to have something to download at the same time.
