If 2degrees now started to build in another city once they had completed and tested a tower they could make it available for traffic and still have roaming on Vodafone towers around it? Then once the city build was complete then turn off roaming.
2degree has purposely left a bit of overlap, to allow for seamless handoffs. However I havn't really tested handoffs during calls and such so I can't comment on the reality. But the theory remains that 2degrees phone *should* be able to handoff to Vodafone's network (and vice-versa) without losing service.
Two Degrees does make traffic avaliable to both their own towers and Vodafone's towers in certain areas -- refer to my previous post for my example. In north-west Auckland they don't yet have complete coverage so they allow customers to use either network. I presume when they fill out their coverage they'll request Vodafone to cease roaming there.
However there is apparently some cases where 2degrees have decided against allowing roaming on Vodafone even thought they do not yet have complete coverage in some of their LACs. Island Bay is a good example, though I'm not familiar with the specifics of that case -- Steve likely knows more.
Steve Biddle is correct that the blocking of roaming is at 2degree's request.
