We havent been able to use the internet while uploading any file since being here. 

 

 

On ADSL this can often be the case as the upload speed you are showing of 320Kbps will easily be clogged up. 

 

 

 

When sending packets of data, acknowledgements from the client are sent back to the sending server so the next packet can be dispatched, or if the acknowledgement doesnt get returned correctly, the same packet is resent.

 

If you are uploading a file, there may not be capacity on the uplink to acknowledge packets that are being downloaded so download capacity will suffer.   

 

This is why uploading causes you to not be able to use the internet on other devices/applications. 

 

 

 

To solve this problem, use a modem/router with a QoS function that allows you to enter your WAN or uplink speed capacity of 260kbps. 
The router will limit the upload speed of any upload transfers so that there is still capacity for download acknowledgements to be sent out. 

 

 

 

This wont solve the line issue that others have mentioned though but should make your general experience much better.

Thank you, Did try this when we had internet and made the two computers connected via ethernet unable to both enter a NZ Gaming server we use. Without QOS on we can.

Up until recently, there was a Spark employee who helped out here in his own time that would have got to the bottom of this very quickly. It's a loss not having him any more, hopefully Spark realise this.

update, 

I have grabbed the neighbours modem. Plugged it in and it works. Get Internet
Plug in the D link and its not working, What could the issue be?

What are the ADSL line stats when you plug in the neighbour's modem?

 

EDIT: If they're about the same, the issue lies elsewhere. If they are markedly better, your modem is toast.

That looks far better, just be good to know what has changed. Perhaps something not plugged in fully?
