Why not set a static IP on the device itself?

I am guessing its because a static IP would be tied to the SSD, if and when it fails, where as a reserved IP is set against the NICs mac which stays with the box regardless of the SSD.

irs:

My rational is that I want all 70 x devices to have the identical image of their operating system and applications on their SSD. That way if a SDD fails I replace it with a new SSD which has been prepared with the image already copied to it.

If you have a single image for all those PC's..

When you re-image after a failed SSD, you still need to sort out the Windows & Office activation issues , from your generic Image .
So you may as well put that PC's static IP back in at the same time . An extra 2 minutes work .
Just an option .

70 devices,so managing IPs from a single centralized device will make things easier though

Do you have a server ?

OP mentions SSHing into these machines, so my guess is, they are not Windows, but could be wrong.

I just checked my SM2, the DHCP reservation limit is 32 devices (Current Firmware Ver. : 2.01.10 build02-20220331), with the DHCP server turned on. Better than the SM1, but perhaps not good enough for your needs.

Confirming SM2 information, DHCP reservation limit of 32, from Futurianzero.  In my case DHCP IP Address Pool is set to 100-253.  Only three static IP addresses in 0-99 range but these are set on device not reserved in router (Network > LAN > LAN DHCP).

On the note that these devices are pretty rubbish, are any of them compatible with the open source router firmware projects?
