It's been said before and worth mentioning again, none of the places selling cheap keys for Office (or Windows itself) are legit and if you think they are, you are deluding yourself to justify not paying full price.

It's a partner benefit and they are on-selling it. They sellers are not partners. They probably find vulnerable accounts, use their credentials to access the licences and sell those.
It could be an employee selling those.
In any case, they are not for sale. But they appear on the web.
Should you report? Sure but not that link. That link is a contact form for the partner. They may not do anything. Report to Microsoft instead, which is interested in stopping piracy.
